On June 18-19, 2010, the 6th All-Russia Seminar-Meeting “Enhancement of Budget Expenditures’ Efficiency. Possible Solutions” was held in the city of Yaroslavl. It was organized by OOO “Center for Economic Projects (Perm), Mayor’s Office of Yaroslavl and Section “Municipal Financiers” of the non-profit partnership “Russian Financiers’ Association”
The main topic of the agenda was the reform of the system of management of public and municipal institutions, which is scheduled for implementation in 2010-2012 within the framework of Federal Law #83-FZ, dated May 8, 2010, “On Making Amendments to Individual Legislative Acts of the Russian Federation Necessitated by the Enhancement of the Legal Status of Public (Municipal) Institutions”.
The seminar was attended by representatives of the Ministry of Finance and Ministry for Regional Development of the Russian Federation, executive structures of constituent entities of the RF and local governments, expert organizations and think tanks. The following representatives of federal structures made reports: A.M.Lavrov, Director of the Department of Budget Policy and Methodology of the Ministry of Finance of the RF; N.S.Sultanov, Director of the Department of Monitoring and Evaluating the Efficiency of Public Authorities’ Performance under the Ministry for Regional Development of the RF; V.Mukhtiyarova, Head of the Section of Methodology of Implementation of Budget Expenditures of the Department of Budget Policy and Methodology of the Ministry of Finance of the RF; A.V.Busarova, Head of the Section of Analysis and Development of the Budget System of the Department of Budget Policy and Methodology of the Ministry of Finance of the RF. Numerous reports were made by representatives of public authorities of constituent entities of the Russian Federation and local governments.
IUE was represented by Marina Maslova, Consultant of the IUE Section “Municipal Finance and Intergovernmental Fiscal Relations”. She actively participated in discussing budget network reform projects.
