On April 26, 2010, the Local Governance Committee under the Federation Council held a round table discussion on “General Principles of Organizing Municipal Services Delivery and Performance of Municipal Functions”. The participants of the round table discussed the draft law “On General Principles of Organizing State (Municipal) Services Delivery and Performance of State (Municipal) Functions” developed by a group of State Duma deputies. Members of the Federation Council, as well as representatives of federal agencies and expert organizations took part in the round table. IUE was represented by Vladislav Grigorov and Dmitry Zhigalov (a project manager of the same IUE Sector). V. Grigorov presented the IUE expert opinion on the draft law. IUE recommended to subject this draft law to overall system-based redesigning, or to produce its new edition, which will limit the purview of this draft law to regulating the process of delivery of services provided on the basis of applications.

Other participants of the round table discussion also sharply criticized this draft law.
