On June 15, 2010, a training seminar was conducted in the city of Azov for the staff of Administrations of the cities of Azov and Rostov-on-Don and representatives of municipal institutions.

S.L.Bezdolny, Mayor of the city of Azov, welcomed the seminar participants. V.E.Grigorov, Head of the IUE Section “Municipal Finance and Intergovernmental Fiscal Relations” , G.Yu.Vetrov, Director of “Municipal Economic Development” Department of IUE, and M.V.Maslova, Consultant of the IUE Section “Municipal Finance and Intergovernmental Fiscal Relations” made reports at the seminar.

The seminar agenda included the following topics:

• Implementation of Federal Law #83-FZ, dated May 8, 2010.
• Transformation of public institutions into municipal ones.
• Concept of a public (municipal) service; creation and financial support of a brief for delivery of services.
• Planning by objectives method in municipal governance practices.

More than 100 municipal employees, representatives of municipal institutions of education, healthcare, culture, sports etc. took part in the event.
