IUE experts, according to the agreement with the Ministry of Economic Development and External Relations of the Habarovsk Kray, will prepare models for developing an affordable housing market and housing financing in the Habarovsk Kray.

The project will:

• Increase housing affordability for families with an average income
• Increase credit worthy demand for housing thus expanding the housing market
• Increase the role of mortgages and provide mortgage opportunities for a large portion of the population
• Form mechanisms for helping specific groups of people improve their housing situation

Experts at IUE will:

• Conduct an analysis of the real estate market and mortgages in the Habarovsk Kray
• Evaluate the possibilities of the mortgage industry, affordable housing market, and accessibility to certain mortgage products.
• Evaluate regional and municipal legislature affecting the development of the housing market
• Prepare offers regarding new legislature which will improve and further develop the housing and mortgage markets
• Prepare offers for new programs which will help develop housing financing
• Develop offers for helping specific groups improve their housing situation
