The present guidelines are prepared by the Institute for Urban Economics in view of the need to focus efforts of RF constituent entities administrations, local governments, and specialists in urban development regulation on the implementation of the priority national project Affordable and Comfortable Housing to Russian Citizens and the federal targeted program Housing.
