The brochure describes one of market mechanisms of management in the field of social policy, which enhances the latter’s efficiency.  This target grant-in-aid technology in the form of social vouchers is still a novelty for Russia: the practices of its application are very limited.  Nevertheless, it is quite a promising tool, and the Russian experience of its practical application could lay the grounds for not just analytical conclusions, but also for the development of the guidelines for the implementation of this technology nationwide.  The work offered to our readers is just such guidelines.
