At present, the public sector of Russia shifts to the principles of performance management. Toward this end, local government bodies started to introduce various mechanisms of performance budgeting. However, frequently they face methodological hurdles due to the absence of federal-level guidelines for the implementation and practical application of such mechanisms.

This brochure aspires to fill in this gap. It briefly describes the methodology and the key principles of application of key performance budgeting mechanisms at the municipal level – reports on results and main activities of subjects of budget planning, long-term and departmental targeted programs, registers of municipal services (works) and municipal assignments for budget and autonomous institutions. Moreover, it summarizes the interrelations between key budget performance mechanisms.

The publication targets local government officials, staff of municipal agencies and organizations, a wide audience of experts in the field of public finance, teachers, students and post-graduates of financial and economic higher educational institutions, as well as all those who take keen interest in these topics.
