Basics of Long-Term Contractual Public-Private Partnerships in the Utility Sector А . Dzembak, S. Sivaev, D. Khomchenko
The utility sector of the Russian Federation needs considerable investment. Therefore, today it is especially important to create conditions for establishment of fair and well-balanced relations between partners - representatives of the utility sector and the state, and to do this within the framework of the current regulatory legal base and the existing system of regulation of utility organizations. Such relations shall take maximum account of the best international practices, contribute to the enhancement of the efficiency of management of utility infrastructure, and foster additional financing and private operators’ engagement in this sector.
This brochure contains benchmarks that can be used by motivated readers to create proper conditions for establishing well-balanced and sustainable contractual relations between public owners possessing municipal assets and the utility sector organizations.
