Summary: Today a homeless person has to overcome a lot of obstacles before he obtains any service or resolves any problem. The authors did their best to systematize these obstacles to demonstrate the complexity of the situation, in which homeless people find themselves. The book also describes the ways of overcoming the obstacles and contains recommendations for amending the current situation. The book targets representatives of government structures and local governments; employees of any organization or institution that is related to the delivery of services to the population and, accordingly, should be ready to correctly respond to an application made by a homeless person; decision-makers at the regional and federal level; students of higher educational institutions and all those who are anxious to learn more about this complicated social problem.
